Check your Anti Virus Logs

You are running some Anti Virus software, aren't you?

Check the logs that it creates, it may report that a Virus has been found and a file has had to be quarantined or deleted. If this is a critical file, you will need to get a copy from the original install disk or a good backup. Windows XP and most modern Operating Systems have a function called System File Checker which will check the critical files and replace any corrupt ones with a good version. To use it, go to a Command Prompt (Start/Run/command), and type "sfc" ( without the quotes). it will show you the options.
